Fender Rolling...???

Sorry guys, n00b question...

I think I know what rolling is, but would someone provide me with a good explanation of what it entails, costs, does, and any drawbacks?

I figure it has to do with modifying the structure of the fender metal...'rolling' it up farther to priovide extra clearance for larger diameter/wider tires...how close am i??

Cmon crossbow or stretch, impress me yet again with one of your explanations...
